Legal basis strength: explicit — the publisher states the data may be reused; statutory — a statute or the U.S. Government-work rule makes the record public; factual — facts are not subject to copyright; we serve the facts of published notices with attribution and a link, and each source's statement gives the rest of its basis.

IRS publications are works of the U.S. Government (17 U.S.C. § 105). Form 990-series returns and exemption determinations are open to public inspection by statute (26 U.S.C. § 6104), which is why the IRS publishes them in bulk. Officer and director names and titles are part of the public return; compensation is also public but is excluded from the Exchange by product decision.

A statute or the U.S. Government-work rule makes the record public.

Maryland incentive and grant programs as published in Community Compass.
Where from
  • https://md.api.cg.a6lab.ai/common-grants/opportunities
  • https://compass.maryland.gov/api/v1/incentives/
Legal basis

Maryland publishes Community Compass records to reach applicants. The Exchange serves each listing as Compass publishes it — program name, administering agency, award range, dates and the funding-program description — attributed to the State of Maryland and linked to the administering agency's own program page (the Compass record page when the agency has none); it does not republish Compass pages. The listed facts are not protected by copyright (Feist Publications v. Rural Telephone, 499 U.S. 340 (1991)); the records are public under the Maryland Public Information Act, which governs access to them and is cited as background, not as a reuse grant. Compass's Website Terms of Service (compass.maryland.gov/terms-of-service, last updated 08/07/2026) state no reuse, licence, attribution or commercial-use term for the data; they are recorded below and re-read monthly. Two items are open for legal review (2026-10-07): §6, Compass aggregates federal, state, county, municipal, non-profit and private third-party sources whose providers retain their own terms of use; §5, the funding-program descriptions are AI pre-generated outputs the State does not endorse, which the Exchange serves as each listing's description. The current collector reads the records through Agile Six's open-source CommonGrants proxy (MIT-licensed code; the data remains Maryland's); moving it to a State-run endpoint is a recorded action, not a condition of serving.

Facts are not subject to copyright; we serve them with attribution and a link to the publisher. The statement above gives the rest of this source's basis.

Review
Becker Chase (CPO), 2026-10-07 — Awaiting legal review
  • FC-2822: served on the Open Exchange from this date (decision: Becker Chase, CPO, 2026-10-05). The register has carried Maryland listings since FC-2301 (2026-09-15) while the Exchange advertised nine, then ten, state registers without it. The basis is the one the other state directory registers serve under (facts of public notices, attributed). This review adds the publisher's Website Terms of Service (compass.maryland.gov/terms-of-service, last updated 08/07/2026), which the 2026-09-17 review did not see, as the recorded terms page; its §5 and §6 raise the two items below, which stay open for legal review until a decision is recorded.
  • LEGAL REVIEW: Terms of Service §6 (Third-Party Data Sources) — Compass "aggregates and displays data and content from federal, state, county, municipal, non-profit, and private third-party sources", and "third-party data providers retain their own terms of use, and you are responsible for reviewing and complying with those terms where applicable". 47 of the 119 open Maryland records on 2026-10-06 are county or municipal programs. Open: whether the facts-of-public-notices basis covers the records Compass relays from those providers, or whether they need register rows of their own.
  • LEGAL REVIEW: Terms of Service §5 (AI Features) — "funding-program descriptions" are "Pre-generated Outputs" of a large language model; "Outputs may also contain content inconsistent with the State's view, and the State does not endorse any content included in any Outputs" (§5), and "OUTPUTS ARE NOT THE STATE'S REPRESENTATIONS" (§1). The Exchange serves that text as each listing's description, attributed to the State of Maryland: prose, not a listed fact. Open: whether the facts basis covers it (the U.S. Copyright Office's 2025 report, Copyright and Artificial Intelligence, Part 2: Copyrightability, bears on it), and whether the Exchange should serve a facts-only description or label the description as generated by the publisher's AI.
  • ACTION (from the 2026-09-17 review, widened 2026-10-07): move the collector from the Agile Six CommonGrants proxy (md.api.cg.a6lab.ai; its OpenAPI declares MIT and no termsOfService) to a State-run endpoint — the Maryland origin API, or the read-only MCP server the Terms of Service §9 describes, which exposes the funding-program directory. The §7 operational limits (per-session and per-network-address rate limits on AI queries, request timeouts, abusive-traffic detection; stated as not restricting access to public information) bind AI queries, which the collector does not make; its weekly-class paged reads are recorded in the register. Not a condition of serving.

# Community foundation grant pages community_foundation

What we take
Facts of each foundation's published grant opportunities (program, deadline, amounts, eligibility, geography) with a link to the foundation's page. No foundation prose is republished.
Where from
  • https://{each-community-foundation-website}/ — grant, funding and application pages discovered from the foundation's home page
Legal basis

Community foundations publish grant opportunities in order to be found by applicants. The Exchange serves the facts of those notices with attribution and a link to the foundation's own page; the foundation's expression is not reproduced. The collector finds foundations through The Grantsmanship Center's (TGCI) directory and reads each foundation's TGCI page, from which it stores the foundation's name, EIN, address (street, city, state, ZIP), phone number, website and total giving. The Exchange serves the name, EIN, address and website in the foundation's organization record, marked as a community foundation. The name is also the sponsor name served on each of the foundation's opportunities and the title of a register the collector creates to file them under, and it goes into an opportunity's title or description where the foundation's site gives none. On the foundation's opportunities the Exchange serves award figures computed from total giving: the award total (total giving itself, when the foundation has one opportunity) and the average and median award (total giving divided by the number of grantees, where no better figure is available). The phone number is stored but not served. Legal basis, confirmed 2026-10-07 (FC-2922): the data is public information, and facts are not subject to copyright. Grantseeker reviewed this source on that basis, covering the foundation sites, whose individual terms are not reviewed (about 700), and the TGCI pages, whose own terms are recorded below as restricted.

Facts are not subject to copyright; we serve them with attribution and a link to the publisher. The statement above gives the rest of this source's basis.

How this is checked

  1. System of record. This page, /sources/register.json and the provenance block on every /sources row are read from the register tables in the Fluxx codex database (gps_public_codex.source_register and its review, sign-off and terms-check tables). Reviews, approvals and terms re-reads are appended, never edited or deleted, so the history of every source is kept.
  2. On every load the register is validated and audited: every register the service can serve has a row; every row has a legal basis, licence and terms statement; nothing with restrictive terms is redistributed (the database refuses to store that combination); no review is blocked or older than 400 days. A failure is shown at the top of this page and in the JSON, never hidden.
  3. Monthly (First business day of each month, as part of the Security & Compliance sweep — see docs/OPERATIONS.md § Source register re-affirmation) an automated job re-reads every recorded terms page, confirms the quoted clause is still present, and flags any change to the page for a person to read. The report is kept as a dated artifact and shared with Legal, Security & Compliance and Finance.
  4. Sign-off is recorded, not self-declared. Legal and Security & Compliance approvals are entered with the ticket or comment that granted them and shown on this page; a withdrawn approval is marked revoked, not removed.
